In the 1970s, the Headquarters approached leaders of Palau to discuss OISCA’s rural development cooperation for Micronesian countries. OISCA established Micronesia Agricultural Training Center  in 1981. Palau hosted the 11th Asia Pacific Youth Forum for Community Development in March 1986. The Forum served as the first and significant platform for youth leaders from Asia and various islands nations in the Pacific to gather and discuss their roles to contribute to community development.
