On November 29, OISCA organized a talk event at the CIVI Kita Umeda Center in Osaka. The topic of the talk event was “how to cope with the upcoming shortage of human resources. Some 40 people mostly company stakeholders, participated in the meeting.

   With Japan’s population decline and fast aging society, foreign workers are already vital to society and the economy, In June this year, revisions to the Immigration Control and Refugee Recognition Act were passed. The foreign technical intern training system is being replaced with a new training and employment system.

   In the program, Mr. Hiroyuki Matsuno, OISCA Director in charge of Technical Intern Training, took the floor as the first speaker. Mr. Matsuno explained the current technical intern training system, reported on OISCA’s past achievements and examples of acceptance, and spoke on the future of the training and employment system.

   Then, Mr. Toshiharu Kiyomizu, Director of OISCA Kansai Training Center, who is a veteran of 17 years stationed in the Philippines, delivered a presentation on the performance of OISCA-style human resource development. He said he has been making efforts thus far with the firm belief that human resource development is necessary for the development of Southeast Asia. The Technical Intern Training System’s main purpose is international contribution and technology transfer, while the main purpose of the training and employment system that will replace the Technical Intern System in three years’ time is employment, but OISCA would like to accept it with the same focus on international contribution as before. The Japanese Language Proficiency Test (JLPT) level N5 or higher is a requirement for the training and employment system, so it is important to further improve Japanese language instruction.

   Afterward, Mr. Aristotle Banisal Verzola, a former technical intern trainee from the Philippines, made a presentation as a guest speaker. From 2003 to 2006, he worked as a technical intern trainee (automobile repair and painting) at Suzuki-Service Co., in Himeji, Hyogo Prefecture. After going back home, he obtained a master’s degree at the University of Northern Philippines, and currently, he is teaching as an assistant professor at the University of Abra, in Abra Province.

   Mr. Verzola said he was grateful to have been able to come to Japan as a technical intern trainee. In Japan, he was able to learn about business ethics and punctuality, and he would like to pass this spirit on to the Philippines. He is currently teaching at the University of Abra and is also involved in the selection of technical intern trainees at the Abra Training Center as an alumnus of the trainees.

   Lastly, Mr. Shogo Sanou, Manager of Suzuki-Service Co., who accepted Mr. Verzola as a technical intern trainee, talked. He expressed his appreciation for Mr. Verzola’s hard work.

The company also accepts technical intern trainees other than OISCA, but OISCA’s technical intern trainees are highly motivated to learn technology, and the company hopes to continue accepting them in the future.
