
On the occasion of the 2025 OISCA International Board of Directors Meeting, YBhg Datuk Muhd Khair Razman Bin Mohamed Annuar, Secretary General, Ministry of Rural and Regional Development of Malaysia, and Deputy President of OISCA Malaysia, visited Japan from October 13 to 17. He was accompanied by high-ranking officials of MARA, a government agency under the Ministry of Rural and Regional Development, which is Malaysia’s counterpart of OISCA.
On the morning of October 14, Secretary General Khair Razman and his delegation paid a visit to the OISCA Headquarters in Tokyo and met with Ms. Etsuko Nakano, President of OISCA, Mr. Yasuaki Nagaishi, Senior Managing Director and Secretary General, and Mr. Akira Morita, Managing Director and Director of International Cooperation Division. Both sides discussed the cooperative relations between OISCA and MARA, particularly the acceptance of Malaysian trainees for on-the-job training in Japan.
They also visited Japanese private companies in Tokyo and met managing executives to explore possibilities of promoting technical cooperation and investment opportunities in the future.
On October 15, the Malaysian delegation participated in the 2025 OISCA International Board of Directors Meeting held at the National Olympic Memorial Youth Center in Tokyo. At the meeting, Secretary General Khair Razman and senior executive officials of MARA were handed certificates of appointment by OISCA President Etsuko Nakano. The Malaysian representatives revealed a plan to hold a business-matching forum next February in Langkawi, a resort island located some 30 kilometres off the coast of the northwestern Malay Peninsula, and called on other delegations to participate.
The following day, they went on a day tour to Yamanashi Prefecture with relevant officials of OISCA for conducting an on-site inspection of the Mt. Fuji Reforestation Project, which has been carried out since 2007 in collaboration with local government bodies, private corporations, and organizations.
Secretary General Khair Razman and an official of the Ministry of Rural and Regional Development wound up their visit on Oct. 17 and returned home. The rest of the delegation stayed on for a couple of more days in Japan and visited different private companies and had talks with the management in Tokyo. Besides, they met with representatives of the Malaysian trainees and held a talk with them. Then, they moved to the Toyota area, Aichi Prefecture, and visited some private companies in the area to observe the on-site training activities of MARA trainees.
